En el primer apartado formulamos tres reglas generales a partir de distintas teorías de la autonomía para poder contrastarlas con los casos. En el segundo, explicamos qué se entiende por modelos de política exterior a partir de determinadas visiones paradigmáticas. Asimismo, sostenemos que la autonomía puede mantenerse en distintos gobiernos aún cuando éstos aplican modelos diferentes de política exterior. De esto último derivan los tres apartados fnales, en donde analizamos los distintos modelos de política exterior aplicados por los gobiernos bajo estudio para obtener autonomía. [en] The main goal of this article is to analyze the autonomy as the core axis of Brazilian administrations. For that purpose, we take three key cases. In the first section, we formulate three general rules which originate from different theories on autonomy to contrast them with the cases. In the second section, we explain foreign policy models through different paradigmatic visions. We affirm that the autonomy can be held by diverse administrations even when they apply different foreign policy models. Análisis del comportamiento legislativo y político de los diputados euroescépticos en la Cuarta, Quinta y Sexta legislaturas (1994- 2009)(2013-12-10) Álvarez, María Victoria; Colacrai, MiryamLa oposición a la integración europea, aunque marginal durante décadas, se ha convertido en una dimensión trascendental del sistema político de la Unión Europea y sus Estados miembros en los últimos años. Esta cuestión es particularmente relevante en el Parlamento Europeo, la única institución europea elegida directamente por la ciudadanía. Esta tesis versa sobre el euroescepticismo en el Parlamento Europeo, y específicamente, sobre las posturas opuestas a la integración europea manifestadas en el comportamiento legislativo y el comportamiento político de los diputados euroescépticos en la Cuarta (1994-1999), Quinta (1999-2004) y Sexta (2004-2009) legislaturas. Nuestra investigación demuestra que el hecho de que los partidos euroescépticos difieran en la intensidad de su oposición a la integración europea y en los argumentos que esgrimen para oponerse a ella, se ve reflejado en diferentes tendencias de conducta entre sus representantes en el PE. Según el índice de cohesión en votaciones nominales, los diputados euroescépticos fueron menos cohesivos que los diputados pro-integración. A su vez, entre estos últimos, los diputados euroescépticos „blandos‟ fueron más cohesivos en comparación con los euroescépticos „duros‟, que resultaron ser los menos cohesivos. Teniendo en cuenta la temática abordada en las votaciones nominales, los diputados de partidos euroescépticos „blandos‟ votaron más cohesivamente en temas prioritarios para sus agendas, y menos cohesivamente en temas directamente relacionados con la dimensión anti/pro-integración. Mientras, dentro de bajos índices generales de cohesión, los diputados euroescépticos „duros‟ lograron votar coherentemente en temas vinculados con el eje anti/pro-integración, al tiempo que no pudieron votar cohesivamente en asuntos socio-económicos. En cuanto al comportamiento político, los euroescépticos „blandos‟ fueron proclives a ser pro-activos en funciones legislativas, de control, y deliberativas, pero presentaron un bajo presentismo en votaciones y en intervenciones en el debate legislativo; mientras que los euroescépticos „duros‟ ostentaron relativamente altas tasas de presentismo y fueron pro-activos en el debate legislativo, pero presentaron un comportamiento pasivo en funciones legislativas, deliberativas y de control.Item Cooperative security : confidence building measures with Brazil in times of argentinian democracy(Brazilian Centre for Strategy & International Relations, 2014) Pereyra Doval, María Gisela; Varela, MiguelaItem Unión Europea- Argentina (2009-2014).
