El propósito central de este artículo es analizar la orientación del accionar del Estado en el proceso de producción social de servicios dirigidos a garantizar el Derecho Humano al Agua y Saneamiento (DHAS). Esta cuestión será abordada a través del estudio del caso de la provincia de la Santa Fe, Argentina. Para poder analizar este proceso, partimos del Enfoque Estratégico Relacional de Bob Jessop. Adoptamos una estrategia metodológica cualitativa, basada en la reconstrucción de procesos a partir de la prensa escrita. Nuestra hipótesis sostiene que no logró configurarse una lógica estatal de gestión progresista que garantice el DHAS. Identificamos que la estrategia selectiva impulsada por el gobierno reforzó los principios de la lógica privatista de gestión de los servicios sanitarios.
This article aims to analyse the orientation of state actions in the process of social production services to guarantee the Human Right to Water and Sanitation (HRWS). This issue will be addressed through the case study of the province of Santa Fe (Argentina). We hypothesise that a state management logic that guarantees the human right to water and sanitation is not achieved. To analyse this process, we consider the conceptual framework proposed by Jessop, which understands the State as a social relationship. We adopt a qualitative methodological strategy, based on the reconstruction of processes from the written press. We identified that the selective strategy promoted by the government reinforced the principles of the private logic of health service management.
