Respondiendo a los reclamos populares el nuevo gobierno de Bolivia en el 2006 intenta a través de las leyes y la convocatoria a la Asamblea Constituyente refundar el país. Las metas proponen la descolonización económica, territorial y cultural: recuperar los recursos naturales y la tierra, programas de salud y una nueva ley de educación, con alfabetización multilingüe que intenta mayor participación de los más postergados del sistema. Estas nuevas propuestas a pesar de las controversias que puedan generar, han planteado un nuevo escenario en Bolivia y en América del Sur.
In the year 2006, the new Bolivian government attempts the reestablishment of the country in accordance with the law and the call of the Constituent Assembly, in response to the popular complaints. The goals propose economic, territorial and cultural decolonization: to recover the natural resources and the land, health programs and a new law of education with multilingual literacy, trying to offer more participation to the most neglected groups of the system. Although these new proposals may give rise to controversies, they have presented a new scene in Bolivia and in South America.
