La medida de recortes en las
pensiones para discapacitados
hizo que el gobierno nacional
diera marcha atrás, aunque no
se restituyeron la totalidad de
las pensiones. En consecuencia,
resulta importante problematizar
acerca del campo de lo asistencial
con la intención de contar con
argumentaciones sólidas en un
terreno que suele presentar cierta
fragilidad y para estar atentos frente
a retrocesos que buscan socavar
estos “derechos” y desplazarlos de la
lógica de la protección social. Estas
refl exiones provienen desde Trabajo
Social; considero que cualquier
abordaje que se realice sobre el
campo de la asistencia social debe
contener la voz de esta disciplina
en tanto confi guraciones —la de la
asistencia social y la del Trabajo
Social— que se implican mutuamente.
Y también porque las intervenciones
de los trabajadores sociales devuelven
otros matices al tratamiento del tema
que resultan estimulantes incorporar.
Del actual escenario nos interesa
realizar algunas distinciones respecto
al neoliberalismo como fenómeno
global y particular, sus implicancias
y desde esta materialidad abordar
algunas claves sobre la asistencia
social. Distinguimos a ésta como
un campo de saberes, desde allí
esbozamos algunos trazos a fi n de
aportar a debates y refl exiones. Entre
ellos, la tensión asistencia-trabajo; las
caracterizaciones que pesan sobre esta
noción o, más precisamente, sobre
los destinatarios de estas políticas;
la vinculación con las prácticas de
las mujeres como otro de sus rasgos y una breve puntuación sobre el
contexto offshore como contracara
de la redistribución y, por lo tanto,
artífice de mayores desigualdades.
The cuts in pensions for disabled people caused the government to back down even though the totality of pensions was not restored. Consequently, it is important to problematize about the fi eld of social assistance with the intention of having solid arguments in an area that tends to be fragile, and to be alert to setbacks that seek to undermine these “rights” and displace them from the logic of social protection. These refl ections come from Social Work. I believe that any approach to the fi eld of social assistance should contain the voice of this discipline as some confi gurations, referring to social assistance and social work, are mutually implied. Furthermore, the interventions of social workers present other nuances to the treatment of the subject that are stimulating to incorporate. In terms of the current scenario, we are interested in making some distinctions regarding neoliberalism as a global and particular phenomenon, its implications, and from this materiality, to address some key points on social assistance. We perceive social assistance as a fi eld of knowledge from which we take certain concepts, in order to contribute to debates and refl ections. Among them, the tension which exists between the concepts of assistance and work; the characterizations that weigh on this notion or, more precisely on the recipients of these policies; the link with the practices of women as another of its features and a brief focus on the offshore context as a contrary of redistribution and therefore an architect of greater inequalities.
