Abstract
La presente tesis estudia la relación entre el Banco Internacional de Reconstrucción y
Fomento (BIRF) y la Provincia de Buenos Aires entre 1994 y 2015 a partir de las dinámicas
de la gestión financiera internacional de la provincia y el rol de la condicionalidad sobre las
políticas públicas. Se toman como instrumentos de análisis cuatro préstamos a saber: dos
préstamos directos (el Tercer Programa de Descentralización y Mejoramiento de la
Secundaria y Desarrollo de la Educación Polimodal en la Provincia de Buenos Aires, y el
Proyecto de Desarrollo de la Inversión Sustentable en Infraestructura en la Provincia de
Buenos Aires y su financiamiento adicional) y dos subsidiarios (el Segundo Programa de
Desarrollo Municipal y el Programa de Servicios Básicos Municipales). En cada período se
estudia el contexto internacional y regional, el modelo de desarrollo y la política exterior
argentina del período, así como el accionar del BIRF en cada etapa y el rol y características de
la condicionalidad. En líneas generales, la tesis se enmarca en los estudios sobre la
participación internacional de los gobiernos subnacionales, y específicamente aborda las
diferentes dinámicas e interacciones que se suceden entre estos con una organización
financiera internacional, ambos actores no tradicionales en la disciplina de las Relaciones
Internacionales.
This thesis studies the relationship between the International Bank for Reconstruction and Development (IBRD) and the Province of Buenos Aires between 1994 and 2015 based on the dynamics of the province's international financial management and the role of conditionality on public policies. Four loans are taken as analysis instruments, namely: two direct loans (the Third Program for Decentralization and Improvement of Secondary Schools and Development of Polymodal Education in the Province of Buenos Aires, and the Project for the Development of Sustainable Investment in Infrastructure in the Province of Buenos Aires and its additional financing) and two subsidiaries loans (the Second Municipal Development Program and the Municipal Basic Services Program). In each period, the international and regional context, the development model and the Argentine foreign policy of the period are studied, as well as the actions of the IBRD in each phase and the role and characteristics of conditionality. The thesis is part of the studies on the international participation of subnational governments, and specifically addresses the different dynamics and interactions that occur between them and an international financial organization, both non-traditional actors in the discipline of International Relations.
