El presente artículo tiene por objeto abordar la
actuación de diferentes organizaciones criminales de América Latina durante los primeros meses de la pandemia por Covid-19. Se considera
que las medidas sociales que implementaron en
el marco de este contexto de emergencia brindaron certidumbre y orden en las poblaciones
que se encuentran en sus zonas de influencia.
Además, los casos analizados pondrían en evidencia que estos grupos muchas veces poseen
una mayor capacidad, autoridad y legitimidad
que el propio Estado a la hora de garantizar el
cumplimiento de las medidas promulgadas desde el ámbito estatal.
This article aims to address the actions of different criminal organizations in Latin America during the first months of the COVID-19 pandemic. It is considered that the social measures that they implemented in the framework of this emergency context provided certainty and order in the populations that are in their areas of influence. In addition, the cases analyzed would show that these groups often have greater capacity, authority and legitimacy than the State itself when it comes to guaranteeing compliance with the measures that it promulgates.
