Abstract
El objetivo de este trabajo era indagar sobre las organizaciones de los
sectores populares, estudiando el caso de las asociaciones de Barrio Las
Malvinas (Distrito Norte de la ciudad de Rosario). Para ello, me propuse
describir la densidad organizacional y el tipo de asociaciones existentes
actualmente en el barrio; relacionando estas variables con la forma en que se
manifestaron en el pasado.
Entiendo a las organizaciones como ámbitos, donde a la vez se
manifiesta y se produce la identidad de los sectores populares; por tanto,
esperaba que su estudio brindara indicios sobre la forma de ser sectores
populares en el presente. Como señala Luis Alberto Romero, la identidad de
los sectores populares es una amalgama, siempre provisoria, conformada a
partir de la experiencia y los mensajes (en un sentido metafórico) de la elite,
los medios de comunicación y el Estado (Romero, 1995). Sergio De Piero,
por su parte, plantea que las organizaciones de la sociedad civil están
influenciadas por el accionar del Estado, el contexto histórico y sus propios
modos de intervención en la sociedad (De Piero, 2005). En este trabajo se ha
intentado combinar ambas perspectivas, estudiando a las organizaciones de
la sociedad civil conformadas por los sectores populares.
En esta investigación se puede constatar cómo el contexto histórico y
el accionar del Estado han influido en la cantidad y tipo de organizaciones a
lo largo del tiempo. Además, y creo que este es el aporte principal de la tesis,
se puede observar cómo ha variado la relación Estado-organizacionessectores
populares, evidenciando y agudizando ciertas formas de ser
sectores populares.
El trabajo se centra en el período actual (1990-2011), en el que los
cambios culturales del nuevo capitalismo (Sennett, 2006) están modificando
la relación entre los sectores populares y sus organizaciones, así como entre
éstas y el Estado. La forma en que la globalización (Stiglitz, 2002) se
materializa en Argentina involucra mucho más que consecuencias
económico sociales. Significa, en primer lugar, un cambio desde una
sociedad disciplinaria (Foucault) o fordista (Fraser, 2003; Bauman, 2002) a
una sociedad post-disciplinaria o post-fordista (Fraser, 2003). Esto implica la
intromisión de la lógica empresarial a todos los ámbitos de la vida,
incluyendo a las organizaciones de sectores populares. Por supuesto, este
fenómeno forma parte de un proceso complejo (hegemónico en términos de
Raymond Williams) en el que la lógica empresarial se fusiona y/o se
superpone con otras lógicas previas y contemporáneas
The purpose of this study was to inquire into popular sectors organizations, studying the case of associations from Las Malvinas Neighborhood (North District of Rosario city). In order to do that, I expected to describe organizational density, and the type of organizations that exist in the neighborhood today; relating these variables with the ways they were in the past, seeking a better understanding not only of the organizations, but also of popular sectors themselves. I understand organizations as socialization spheres, where, at the same time, identity of popular sectors is expressed and produced; that´s why I expected the study of them would give us some clues about the way popular sectors are in the present. As Luis Alberto Romero points out, the identity of popular sectors is a mixture, always provisional, formed by the experience and the messages (metaphorically) from the elite, mass media and State (Romero, 1995). On the other hand, Sergio de Piero, says that civic organizations are influenced by State`s actions, historical context and the way themselves act in society (De Piero, 2005). In this research, I have tried to combine both perspectives, studying civic organizations formed by popular sectors. In this study, it may be seen how historical context and State´s actions have influenced in the quantity and types of organizations along time. Besides, and I think this is the biggest contribution of the thesis, it may be observed how the relationship between the State, popular sectors and their organizations, have changed, expressing and exacerbating certain ways of being popular sectors. The study is focused on actual period (1990-2011), in which cultural changes of New Capitalism (Sennett, 2006) are modifying the relationship between popular sectors and their organizations, as such as between the organizations and State. It means, in the first place, a transition from a disciplinary society (Foucault) or fordist society (Fraser, 2003; Bauman, 2002) to a postdisciplinary or post-fordist society (Fraser, 2003). This fact means the intromission of business logic into every social sphere of our lives, including organizations of popular sectors. Obviously, this phenomenon is part of a complex process (hegemonic in terms of Raymond Williams) in which business logic mixes or superimposes with earlier or contemporary logics.
