Resumen
This paper analyses the extent of the social and political-institutional crisis that accompanied
the collapse of the Argentine economy at the end of 2001, the path towards social pacification
and institutional normalization, Néstor Kirchner´s government, and the beginning of Cristina Kirchner’s administration. The author outstands that the fragmentation of the PJ and the non-peronist party spectrum, as well as the maintenance of clientilist networks and personal
rivalries are serious obstacles for innovative learning processes in the political elite.
