La definición y reconocimiento de las formas que asume la
cuestión social es producto de representaciones y debates
de cada momento histórico, en los que participan distintos
actores cuyas voces resultan autorizadas en el contexto social, político y cultural en el que se despliegan. En el año
1919, los jóvenes miembros del Centro de Estudiantes de
la Facultad de Ciencias Económicas de la Universidad de
Buenos Aires (también una joven Facultad) convocaron a
una encuesta sobre “la cuestión social” a hombres públicos
de la época. La iniciativa puede leerse como un indicio de
la valoración que daban esos estudiantes a la intervención
frente a un problema público y a la generación de información al respecto y como muestra de la circulación de conocimiento de experiencias de este tipo en otras latitudes.
Por su parte, las respuestas a la encuesta forman un mapa
de posiciones diversas sobre qué era la cuestión social, si
existía y sobre todo, cuál era su situación en la Argentina. A partir del análisis de la publicación de la Encuesta y
de otras fuentes documentales y bibliográficas, se propone
una lectura sobre la relación entre los saberes, los problemas y la información social y sobre los debates en torno
a la cuestión social en un momento de alta conflictividad
social en el país.
The term “social question” is defined and recognized as the product of each historical moment, in which different actors discuss the social, political and cultural context. In 1919, the young members of the Student Center of the Faculty of Economics at the University of Buenos Aires (also a young department) call a survey on the social issue to the public men of the time. The initiative can be read as an indication of the valuation given by these students to the intervention against a public problem and the generation of information about it, as well as a sign of the circulation of knowledge about similar foreign experiences. For their part, the responses to the survey turn out a map of different positions on what the social question was, if it existed, and, above all, what was its situation in Argentina. Based on the analysis of the publication of the survey and other documentary and bibliographic sources, it is proposed a reading on the relationship between knowledge, problems and social information and discussions about social issues at a time of high social confliction in the country
