Abstract
A partir de este siglo XXI las relaciones bilaterales entre Argentina y Rusia
adquirieron mayor dinamismo e intensidad en el contexto de emergencia del proceso de
cambio de orden internacional que permite avizorar un mundo más multipolar. Esta tesina
pretende explicar cómo se desarrolló la Política Exterior Argentina hacia Rusia durante los
gobiernos kirchneristas y la gestión macrista y parte de una estrategia metodológica de
investigación cualitativa cuyo enfoque es descriptivo e hipotético-deductivo. En este sentido
se busca sustentar la hipótesis de que en un contexto internacional de re-emergencia de
Rusia como actor global, la Política Exterior Argentina hacia Moscú tuvo un desarrollo
constante y en múltiples dimensiones entre 2003 y 2019, pudiéndose identificar tres
momentos distintos en función del condicionamiento ejercido por las características del
contexto sistémico y de la estrategia de inserción internacional. De este modo, desde una
mirada conceptual se pone el foco de atención en la definición de política exterior de R.
Russell con sus tres dimensiones, así como en las nociones de permisibilidad y restricción
internacional de Actis, Busso, Zelicovich y Calderón (2017) para referirse a la variable del
contexto sistémico y a la operacionalización de la variable estrategia de inserción
internacional propuesta por E. Calderón (2018).
Starting in this 21st century, bilateral relations between Argentina and Russia acquired greater dynamism and intensity in the context of the emergence of the process of change in the international order that allows us to envision a more multipolar world. This thesis aims to explain how the Argentine Foreign Policy towards Russia was developed during the Kirchnerist governments and the Macrista administration and is part of a qualitative research methodological strategy whose approach is descriptive and hypothetical-deductive. In this sense, it seeks to support the hypothesis that in an international context of re-emergence of Russia as a global actor, Argentina's Foreign Policy towards Moscow had a constant development and in multiple dimensions between 2003 and 2019, being able to identify three different moments depending on of the conditioning exercised by the characteristics of the systemic context and of the international insertion strategy. In this way, from a conceptual point of view, the focus is placed on the definition of foreign policy by R. Russell with its three dimensions, as well as on the notions of permissibility and international restriction of Actis, Busso, Zelicovich and Calderón (2017) to refer to the systemic context variable and the operationalization of the international insertion strategy variable proposed by E. Calderón (2018).
